- (a) Except as provided in (b) below, the commission shall conduct all hearings in person at its office in Concord.
(b) The commission shall conduct one or more hearings in the service territory of an affected utility or municipal district if:
- (1) Required by law to do so; or
- (2) It would assist the commission to ascertain the views of the utility’s customers by conducting such a hearing in a particular location other than Concord.
- (c) The commission shall require a view in any proceeding when it deems that a view would assist the commission in reaching a decision in a matter.
