- (a) The commission is an independent state agency comprised of a chairman, 2 commissioners, and staff members who report to the chairman. The commission exercises jurisdiction of matters as outlined in Puc 102.02 and Puc 204.01 and other responsibilities as delegated to it by the General Court.
