1. (a) The board shall issue a decision on the request for a declaratory ruling, in writing, within 90 days of receipt of a petition.

2. (b) A copy of each written decision on a request for declaratory ruling shall be:

   1. (1) Filed with the director of legislative services;
   2. (2) Sent to the petitioner by first class mail; and
   3. (3) Filed with the board.
