1. (a) Any person may request the board to adopt, amend, or repeal a rule by filing a petition with the board which contains the following information:

   1. (1) A statement of the petitioner's interest in the proposed rulemaking action;
   2. (2) The text of the proposed new rule;
   3. (3) The text of a proposed amendment to an existing rule;
   4. (4) The text of any existing rule which the petitioner wishes to have repealed;
   5. (5) A statement of the particular results intended by the petitioner to flow from the proposed rulemaking proceeding; and

   6. (6) Any data or legal argument the petitioner believes would be useful to the board in evaluating

      whether the proposed rulemaking proceeding should be commenced.
