1. (a) Two or more adjudicative proceedings shall be consolidated for hearing, if:

   1. (1) The proceedings involve the same licensee, or substantially related issues;
   2. (2) The board receives a motion from one or more parties seeking such consolidation; and
   3. (3) The board determines, after notice to the parties and an opportunity for hearing, that fairness, accuracy and efficiency would be served by such an action.

2. (b) The board shall sever one or more issues from an adjudicative proceeding if:

   1. (1) The board receives a motion from one or more parties seeking such severance; and
   2. (2) The board determines, after notice to the parties and an opportunity for hearing, that fairness, accuracy and efficiency would be served by such an action.
