The following shall apply to the contents of explanations of adopted rules:

1. (a) The council shall, within 90 days of receiving a request in accordance with Pol 209.01, provide a written response which:

   1. (1) Concisely states the meaning of the rule adopted;
   2. (2) Concisely states the principal reasons for and against the adoption of the rule in its final form; and
   3. (3) States, if the council did so, why the board overruled any arguments and considerations presented against the rule.
