Subject to the statutes and rules governing the council, the presiding officer shall:

1. (a) Schedule and hold hearings;
2. (b) Regulate and control the course of hearings;
3. (c) Administer oaths or affirmations;
4. (d) Receive relevant evidence;
5. (e) Take official notice of facts which are of common knowledge and general notoriety;
6. (f) Dispose of procedural requests, including adjournments or continuances, at the request of parties or on his/her own motion;
7. (g) Hold informal conferences to aid in the prompt and efficient disposition of the proceedings;
8. (h) Interview and examine witnesses;
9. (i) Cause a complete record of any proceeding to be made;
10. (j) Take any other action, consistent with applicable statutes and rules, necessary to conduct and complete the proceeding in a fair and timely manner; and
11. (k) Issue subpoenas to compel the attendance of witnesses at hearings or the production of documents, if so authorized by law.
