"Part-time police officer" means any law enforcement officer who is not a full-time police officer and who is:

1. (a) Authorized to make arrests for violations of the criminal, motor vehicle or boating laws of the state;
2. (b) Appointed or elected by one or more units of government as a police officer; and

3. (c) Performs those law enforcement duties specifically for those units of government including:

   1. (1) Deputy sheriffs;

   2. (2) Special, auxiliary and reserve officers of:

      1. a. A local police department;
      2. b. A county sheriff's department;
      3. c. The division of state police;
      4. d. The division of safety services;
      5. e. The fish and game department;
      6. f. State harbor masters;
      7. g. A person invested with police powers by a municipal government to perform police functions for a college or university; or
      8. h. The department of resources and economic development.
