“Plumbing system” means all piping, fixtures, fixed appliances and appurtenances, and connections required for the following:

1. (a) Sanitary drainage and storm drainage of a building to a minimum of 30 inches beyond the foundation wall or the building’s outside dimension;
2. (b) Special wastes systems;
3. (c) Venting systems; and
4. (d) Water distribution systems including backflow prevention devices and any necessary interconnections of piping between buildings or structures.
