Other than the immediate suspension of licensure authorized by RSA 541-A:30, III, the board shall impose disciplinary sanctions only:

1. (a) After prior notice to the licensee or certificate holder and the opportunity for him or her to be heard; or
2. (b) By agreement in a settlement between the board and the licensee or certificate holder made pursuant to Plu 213.
