“License” means “license” as defined in RSA 541-A:1, VIII, namely “the whole or part of any agency permit, certificate, approval, registration, charter or similar form of permission required by law.” The term includes temporary, conditional, initial, and renewal licenses, certifications, and registrations, and any form of approval for apprentices.
