(a) The rules in this chapter shall apply to disputes, regardless of whether the consumer or a different party initiates the dispute:
- (1) That arise from the need to correct or repair defects in manufactured houses that are reported during the one-year period beginning on the date of installation; and
- (2) For which the parties have elected to use the ADR procedures available under Plc 2100.
- (b) No person shall be required to use the ADR procedures available under Plc 2100.
