1. (a) “Emergency situation” means a natural, technological, or human made situation, condition, or set of circumstances that has caused, or is determined by the OPLC to be likely to threaten, harm to public health or safety and:

   1. (1) Impedes or diminishes the OPLC’s or a board’s ability to provide materials or services necessary to protect public health or safety from the effects of such situation, condition, or set of circumstances;
   2. (2) Inhibits or interrupts the continuity of services provided by the OPLC or a board; or
   3. (3) Prevents the OPLC or a board from complying with any state or federal statute, rule, or regulation.
2. (b) “Request for application (RFA)” means “request for application” as defined in RSA 21-G:36, III, as reprinted in Appendix B.
3. (c) “Request for bid (RFB)” means “request for bid” as defined in RSA 21-G:36, IV, as reprinted in Appendix B.
4. (d) “Request for proposal (RFP)” means “request for proposal” as defined in RSA 21-G:36, V, as reprinted in Appendix B.
