1. (a) Subject to Plc 1804.05, to qualify for initial certification as a building measurer and lister, an individual shall have not less than 80 documented hours of training in the topics identified in (c), below, of which not fewer than 40 hours shall be supervised field training as described in (b), below, with the balance being in-office training.
2. (b) Not fewer than 20 hours of field training shall be conducted in the presence of a certified property assessor or a certified property assessor supervisor, and the remaining hours shall be conducted in the presence of a certified property assessor assistant, certified property assessor, or certified property assessor supervisor, hereinafter the “field training supervisor”.

3. (c) The in-office and supervised field training required by (a), above, shall be in how to:

   1. (1) Measure and sketch improvements to scale;
   2. (2) Understand and use the data collection manual;

   3. (3) List improvements by:

      1. a. The number of stories;
      2. b. The height of the structure;
      3. c. The type of heating system;
      4. d. A description of the plumbing system;
      5. e. The type of basement or crawl space, if any;
      6. f. A description, including exterior dimensions and purpose, of any ancillary structures such as additions or outbuildings;

      7. g. An indication whether any of the items in a. through f., above, are:

         1. 1. Defective, and if so whether curable or incurable;
         2. 2. Functional; and
         3. 3. In good, fair, or poor condition; and
      8. h. The description of any other feature, attribute, or factor that might contribute value to a property;
   4. (4) Understand the duties of a certified building measurer and lister as specified in Plc 1806.04; and
   5. (5) Understand the ethics that govern professional conduct in appraisal practice.
