“Deceit-fraud” means an intentional act of:

1. (a) Deception in order to secure an unlawful gain;
2. (b) Deception pertaining to contractual procurement or fulfillment; or
3. (c) Concealment of, or making a false impression of, a material fact, including when attempting to procure certification as an assessing professional in any classification.
