“Another jurisdiction” means any state in the U.S., the District of Columbia, the Commonwealth of Puerto Rico, a trust territory of the Pacific Islands, or any territory or possession of the U.S., or any county, county-equivalent, or municipal government in such areas if assessing licenses are not issued by the state in which the county, county-equivalent, or municipality is located.
