Renewal shall be denied if, after notice and an opportunity for hearing, the executive director finds by clear and convincing evidence that:

1. (a) The applicant has committed an unethical act for which discipline shall be imposed under Plc 1208; or
2. (b) The applicant no longer complies with the other statutory qualifications for licensure.
