“Licensee” means a person who holds a permit, license, certification, registration, or other form of approval required by law to engage in a profession regulated by a board . The term includes the authorized representative of a licensee that is an entity and any other term, such as “permit holder”, used in an applicable board’s rules to mean the same thing.
