Rules of Practice and Procedure. The Plc 200 rules shall govern with regards to all procedures for:

1. (a) The receipt and investigation of misconduct complaints;
2. (b) The conduct of adjudicative and non-adjudicative proceedings;
3. (c) Rulemaking submissions, considerations, and dispositions of rulemaking petitions;
4. (d) Public comment hearings;
5. (e) Declaratory rulings;
6. (f) Explanation of adopted rules;
7. (g) Voluntary surrender of licenses; and

8. (h) Waivers.
