Unused or unwanted pesticides being stored prior to disposal, whether in sealed or previously opened containers, and all pesticide containers that have not been or cannot be rinsed shall be:

1. (a) Kept in a secure enclosure; and

2. (b) Maintained so as to prevent:

   1. (1) Deterioration of containers;
   2. (2) Unauthorized use;
   3. (3) Mishandling;
   4. (4) Loss;
   5. (5) Contamination of the environment; and
   6. (6) Risk to the public health.
