The director of the division of pesticide control shall control public hearings as follows:

1. (a) The public shall have an opportunity to direct questions concerning said application to the applicant through the division;
2. (b) The director of the division shall limit presentations to issues relevant to the application under consideration;
3. (c) The division shall have an opportunity to freely question both the applicant and the participants in the hearing;
4. (d) If possible, the attendees of the hearing wishing to be heard shall register to speak prior to commencement of the hearing;
5. (e) Any interested person who desires to participate in the hearing shall be entitled to do so either by filing a written statement indicating the person's interest and position on the particular application or by making an oral statement including the same information; and

6. (f) The director shall place time limits on presentations in the following situations:

   1. (1) Where testimony being presented is repetitious of that previously presented;
   2. (2) Where testimony being presented is not relevant to the issue of the special permit proposal; and
   3. (3) Where there is a time limitation on the length of the public hearing.
