No application of pesticides shall be made to rights-of-way, including but not limited to power transmission and distribution lines, gas pipeline, railroad, public road, of the state without being in possession of a special permit issued by the division according to procedures of Pes 505.05 (a) through (d). Application for approval shall be made on “Form ROW/WL Special Permit Application-Right-of-Way/Woodland” and shall include the information in Pes 505.05(d).
