Applicants desiring certification at the operational level shall:

1. (a) Pass the following written examinations as described under Pes 304.02(b):

   1. (1) A general examination;
   2. (2) A regulations examination at the operational level; and
   3. (3) A category examination in each category under which they wish to be registered; and
2. (b) Comply with applicable rules set forth in Pes 300-1100.
