- (a) The presiding officer at any appeal hearing held by the board shall be the chairman or his designee.
(b) The presiding officer shall:
- (1) Regulate the course of the hearing;
- (2) Rule upon issues of evidence;
- (3) Rule upon issue of procedure;
- (4) Administer oaths and affirmations;
- (5) Take official notice of facts in accordance with RSA 541-A:33,V; and
- (6) Question witnesses.
