"Legally constituted authorities" mean those whose responsibility is to recommend uses of pesticides to users of such materials. Such definition includes the appropriate personnel of the university of New Hampshire cooperative extension and agricultural experiment station, the New Hampshire department of agriculture, and other state and federal agencies engaged in such functions.
