Unless otherwise provided by law, when an employee is returning from a leave of absence without pay, the appointing authority shall adjust the effective date of the employee's pay increment as follows:

1. (a) The appointing authority shall determine the total number of calendar days of the leave of absence without pay;
2. (b) The appointing authority shall add the total number of calendar days without pay to the employee's original increment date;
3. (c) The new effective date of the employee's pay increment shall be the adjusted date calculated under paragraph (b); and
4. (d) The appointing authority shall notify the director of the adjusted increment date by submitting an updated personnel action request to the division.
