Notwithstanding Per 402.03, for any notice other than a posting within the state’s human resource management system, the director shall authorize the use of an abbreviated notice if the director determines that omission of information otherwise required will not undermine the effectiveness of the notice and is necessary in order to:

1. (1) Avoid a detrimental impact on the ability to recruit candidates;
2. (2) Fit within the agency’s budgetary constraints; or
3. (3) Comply with publication requirements of the entity that will be carrying the notice.
