Employees shall be granted time off without loss of pay or leave for the purpose of making blood donations or undergoing bone marrow registry testing unless, based upon exigent business of the agency, the need for staff coverage, provisions of applicable collective bargaining agreements concerning seniority, or similar reasons prevent such accommodation.
