1. (a) The board shall consider all petitions for rulemaking and proceed pursuant to RSA 541-A:4.
2. (b) The board shall request additional data, or argument from the petitioner, or other interested persons to clarify the argument.

3. (c) Such petitions shall be received and handled in the following manner:

   1. (1) Petitions shall be submitted to the board; and

   2. (2) Within 30 days of the receipt of the petition, the board shall take one of the following actions:

      1. a. Commence rulemaking in accordance with RSA 541-A:3, if the requested action is:

         1. 1. Within the board's authority; and
         2. 2. Consistent with and best implements state statutes affecting the board; or
      2. b. Deny the petition, in writing, stating fully the reasons for denial.
