Whenever it shall appear to the board, upon motion or its own initiative, that injury to the substantial rights of a party or undue delay might be thereby avoided, the board shall, as fairness and efficiency permit, sever one or more issues from a proceeding and dispose of those issues in another proceeding, after providing the parties notice and an opportunity for hearing on the proposed severance.
