“Incident” means any one of the following occurrences:

1. (a) An accidental grounding;
2. (b) An intentional grounding, collision, or allision that creates a hazard to navigation, the environment, or the safety of the vessel;
3. (c) An unintentional collision or allision with any vessel or object;
4. (d) Loss of life related to the operation of a vessel;
5. (e) Serious physical injury related to the operation of a vessel;
6. (f) Any occurrence resulting in damage to a vessel or other property which can reasonably be expected to be in excess of $10,000, excluding the cost of salvage, cleaning, gas-freeing, dry docking, or demurrage; or
7. (g) Any boarding or unboarding occurrence that places a pilot in peril.
