If, after investigation, the board finds that a violation of any of its rules exists, or that there is a condition in the tramway construction, operation or maintenance endangering the safety of the public, the board shall issue a written order setting forth its findings, the corrective action to be taken, and a date for compliance therewith. Such order shall be served upon the area operator by registered mail or in hand and shall become final, unless the area operator requests a hearing as provided by statute.
