1. (a) With the exception of emergency response action performed under Env-Or 605.03, an owner or applicant seeking reimbursement from the fund shall submit a work scope and budget prior to performing corrective action.
2. (b) If applicable, the owner or applicant shall evaluate the cost-effectiveness of leasing versus purchasing capital equipment considering equipment cost, reliability, efficiency and performance over the estimated duration of the project, and shall include the evaluation data with the work scope and budget.
3. (c) The board shall, through the department, approve a work scope and budget upon determining the proposed work conforms to the technical criteria established in Env-Dw 300, Env-Or 600, We 600, We 700, and We 800, as applicable, and the reimbursable corrective action cost criteria of this part.
4. (d) The board shall, through the department, issue a work scope approval notice that includes the approved budget and a description of the work pursuant to the technical criteria established in Env-Dw 300, Env-Or 600, We 600, We 700, and We 800, as applicable.
