1. (a) When the director following consultation pursuant to RSA 227‑K:2, III, determines that a dangerous insect or disease threatens any forest of the state, the director shall designate a quarantine. The penalty provisions of the quarantine shall not apply until after the public hearing as required by Ncr 553.03.

2. (b) A designation of quarantine shall identify:

   1. (1) The scientific name of the organism(s);
   2. (2) The resource or commodity threatened;
   3. (3) The geographic area;
   4. (4) The restrictions on movement of resource or commodity from the identified geographic area;
   5. (5) The penalties for failure to comply; and
   6. (6) The effective date.
