As authorized by RSA 217-A:10, III, the department shall grant waivers to these rules for the following reasons:

1. (a) To conduct scientific investigations;
2. (b) To enhance the propagation or survival of a protected species; or
3. (c) For the conservation of exemplary natural communities.
