A board member shall withdraw from a case if at any stage of the hearing process s/he determines that:

1. (a) Presently, or in the past, s/he has had a personal or business relationship with a party, witness or attorney that may hinder him from arriving at an impartial decision on the issue(s); or
2. (b) S/he cannot render an impartial decision for any other reason.
