Whenever an applicant makes payment to the board for satisfaction of a fee, the following shall apply:

1. (a) Payment shall be made in the form of cash, check, or money order;
2. (b) Checks and money orders shall be made payable to "Treasurer, State of New Hampshire "; and
3. (c) Unless otherwise provided in these rules, any fee prescribed by statute or rule shall be submitted at the same time as the application.
