Other than the immediate suspension of certification authorized by RSA 541-A:30, III, the council shall impose disciplinary sanctions only:

1. (a) After prior notice to the certificate holder in accordance with Mid 207.01 and the opportunity for the certificate holder to be heard; or
2. (b) By agreement in a settlement between the council and the certificate holder made pursuant to Mid 213.
