In addition to the qualifications set forth in Lot 8004.05 above, an applicant for an occupational license as a horse racing vendor shall:

1. (a) Be recommended for the occupational license by a person, corporation or association licensed under RSA 284:15;
2. (b) Possess, and submit to the commission, a written, executed contract between the applicant and at least one stable, or between the applicant and a licensee under RSA 284:15, to sell goods or services at the racing premises where the stable will operate or which is operated by the licensee under RSA 284:15;
3. (c) Possess, and submit to the commission and the licensee under RSA 284:15 at whose racing premises the vendor will operate, a written list of the goods or services that the applicant will offer for sale; and
4. (d) Possess, and submit to the commission and the licensee, a written statement of the precise location on the racing premises where goods or services will be offered for sale.
