A racetrack license issued pursuant to this chapter shall expire or no longer be valid on the earlier of:

1. (1) December 31 of the year for which the license was issued;
2. (2) Pursuant to RSA 284:16-a, if the licensee is a corporation, a change in either legal or equitable ownership of 50 percent or more of the voting stock of the corporation from the ownership that existed at the time that a license was initially granted to the applicant; or
3. (3) If the licensee is an organization other than a corporation, a change in either legal or equitable ownership of 50 percent or more of the organization from the ownership that existed at the time that a license was initially granted to the applicant.
