1. (a) A charitable organization shall not offer free or discounted bingo cards to participants except as allowed by (b) below.

2. (b) A charitable organization may award coupons redeemable for bingo cards as a bingo prize, promotional prize, or as a prize in a raffle in the following manner:

   1. (1) Each coupon shall:

      1. a. Be sequentially numbered;

      2. b. Include the following information on its face:

         1. 1. The name of the licensed charitable organization issuing the coupon;
         2. 2. A clear description of the type of bingo card(s) the coupon can be redeemed for; and
         3. 3. The dollar value of the coupon;

   2. (2) The dollar value of the coupon shall be:

      1. a. Determined by the organization’s posted selling price of the bingo card(s) described on the coupon;
      2. b. Included in the organization’s bingo gross receipts for the bingo event at which the coupon is redeemed; and
      3. c. Included when determining the organization’s compliance with RSA 287-E:7, XI, limiting the total value of all prizes awarded in at a single event to $4,000;
   3. (3) If the bingo cards are to be awarded as a raffle prize, the organization shall pay for the coupon with proceeds from the organization’s raffle account; and

   4. (4) Redeemed coupons shall be:

      1. a. Signed by the player redeeming the coupon;
      2. b. Signed and dated by the bingo worker accepting the coupon;
      3. c. Included in the bingo gross receipts of the bingo event; and
      4. d. Retained with the daily records.
3. (c) Individuals who participate in the operation of a bingo event shall not be eligible to receive or redeem coupons or discounts of any kind.

4. (d) A licensed organization may sell gift certificates to be used exclusively for the purchase of bingo cards as follows:

   1. (1) Any such gift certificate shall clearly indicate the name of the licensed organization issuing the certificate, and that it shall be redeemable only for the purchase of bingo cards;
   2. (2) The only acceptable methods of payment for a gift certificate shall be cash, check, or bank credit or debit card;
   3. (3) A receipt shall be issued by the charitable organization for each sale;
   4. (4) The proceeds from the sale of bingo card gift certificates shall be deposited in the licensed charitable organization’s bingo checking account; and
   5. (5) The value of all gift certificate shall be included in the bingo gross receipts of the bingo event at which it is redeemed.
5. (e) A licensed charitable organization shall not offer coupons or gift certificates unless such coupons or gift certificates are made available to all players.
