1. (a) The commission shall choose municipalities in which to issue 6-month special seasonal agency store license based on seasonal tourist population and the sales volume at existing state and agency liquor stores in the same areas.
2. (b) The commission shall apply the same selection criteria and method of advertising for and selecting seasonal agency stores as for regular agency stores.
3. (c) The commission shall not buy back any stock remaining at the end of the seasonal license period.
4. (d) Seasonal license applicants shall include plans for off season storage of liquor in their proposed business plan of operation.
