1. (a) The public hearing shall be presided over by a moderator who shall act as the presiding officer.

2. (b) The moderator shall:

   1. (1) Call the public hearing to order;
   2. (2) Make a recording of the public hearing;
   3. (3) Allow participation as specified in Liq 204.06;
   4. (4) Remove or have removed any person who disrupts the public hearing; and
   5. (5) Close the public hearing.
