The commission shall, in a public meeting, determine, pursuant to RSA 176:3, whether to approve the licensee request for purchase from a direct shipper based on the following:

1. (a) Financial impact on commission and state revenue;
2. (b) Impact on business relationships with New Hampshire state suppliers; and
3. (c) If the commission would profit by listing and selling the products to the licensee.
