The words and phrases used in these rules shall mean and be construed as follows, except where a different meaning is clearly intended from the context:

1. (a) “Commission” means the New Hampshire liquor commission;
2. (b) “Chairman” means the executive director of the commission, also known as the liquor commissioner;
3. (c) “Deputy commissioner” means the person appointed to exercise authority over the divisions of the commission subject to the supervision of the chairman; and
4. (d) “New Hampshire liquor commission records” means governmental records as defined in RSA 91-A:1-a, III. The term also includes “commission records”.
