The chair of the panel, upon the motion of any party, or on their own initiative, shall suspend or waive any requirements or limitation imposed by this chapter when the suspension or waiver:

1. (a) Appears to be lawful; and
2. (b) Is more likely to promote the just, accurate, and efficient resolution of the pending dispute than would adherence to the particular requirement or procedure.
