1. (a) Any party aggrieved by a decision of the commissioner, commissioner’s representative, or a hearing officer regarding a workers' compensation issue, may appeal the same to the compensation appeals board.
2. (b) All appeals shall be heard de novo.
3. (c) An appeal shall be taken in writing with copies sent to all parties.
4. (d) All appeals shall specify every issue being appealed.
5. (e) The appeal shall be filed with the compensation appeals board no later than 30 calendar days from the date of the decision.
6. (f) If a timely notice of appeal is filed by a party, any other party may file a notice of cross-appeal within 10 days from the date on which the first notice of appeal was filed.
7. (g) Late appeals may be filed in accordance with RSA 281-A:50.
