The department accounts to the general court as program appropriation units in the following organization:

1. (a) The administration and support division provides administrative services and includes the office of the commissioner.

2. (b) The commissioner provides executive direction of the operating divisions and support for:

   1. (1) The state board of conciliation and arbitration pursuant to RSA 273:12;
   2. (2) The state apprenticeship council pursuant to RSA 278:2;
   3. (3) The penalty appeal board pursuant to RSA 273:11-b; and
   4. (4) The advisory council on workers' compensation (RSA 281-A).
3. (c) The inspection division administers wage, hour, safety and youth employment laws and the licensed inspection of boilers, pressure vessels and elevators under RSA 157-A, RSA 157-B, RSA 275, RSA 275-A, RSA 275-E, RSA 276-A, RSA 277, and RSA 279.
4. (d) The workers' compensation division administers work injury insurance coverage and claims under the workers' compensation law, RSA 281-A.
