For juveniles subject to parole revocation proceedings, effective notice of the right to counsel and notice of statutory requirements regarding waiver of the right to counsel, shall be provided in a written notice by the juvenile parole board at the time of the preliminary hearing, to be held no less than 3 business prior to parole revocation proceedings.
