“Documentary evidence” means:

1. (a) In the case of cost estimates, documentation obtained from the suppliers of the service; and

2. (b) In the case of estimates of completion dates:

   1. (1) Actual contracts awarded;
   2. (2) Engineering schedules; or
   3. (3) Other evidence of commitments to complete construction.
